Quick answer
Yes. An eligible first-time homebuyer in Sarasota or Manatee County may combine a Florida Housing FHA first mortgage with the 2026 Florida Hometown Heroes program. It offers down payment and closing cost assistance equal to 5% of the first mortgage, subject to a $10,000 minimum and $35,000 maximum. The assistance is a 0% deferred second mortgage that must be repaid; it is not a grant. Before I would count those funds in your buying plan, I would verify your occupation or service status, income, credit, property, current funds and complete loan terms with a participating lender. Florida Housing’s 2026 program page is the starting source.
Checked October 4, 2026. Program funding and offerings can change before a lender reserves a loan.
Who can qualify for Hometown Heroes in 2026?
Florida Housing limits the 2026 program to eligible full-time Florida-based health care workers, school staff, first responders, public safety or court employees, and child care workers. It also includes specified active service members and reserves, the Coast Guard, the Florida National Guard, and veterans employed full time by a Florida-based employer. The borrower must meet the program’s first-time buyer, income, primary residence and loan requirements, subject to documented exceptions. See Florida Housing’s eligibility summary.
Start with the employer, not just a job title. The program administrator says one occupying borrower must have the qualifying occupation or service status; a second borrower does not necessarily need the same job. Its July 2026 lender FAQ and eligible employer guide explain how a lender documents an employer and work location. I would not assume that fully remote work for a Florida company qualifies; hybrid work has specific conditions that I would check against the current lender guide.
A veteran with a qualifying DD214 may be exempt from the first-time buyer rule, but the 2026 FAQ still requires full-time work for a Florida-based employer. Military and reserve first-time buyer rules differ between the program’s Bond and TBA options. I would identify the applicable option and confirm the exception before treating it as settled. How much assistance could an FHA buyer receive?
Florida Housing states that the second mortgage is 5% of the total first mortgage amount, with a $10,000 minimum and $35,000 cap. For illustration, 5% of a $300,000 first mortgage is $15,000. This is an example of the formula, not a quote or a promise that a particular loan qualifies. The lender must calculate the permitted amount and its use toward actual down payment and closing costs. Source: Florida Housing.
The tradeoff: the second mortgage has 0% interest and no scheduled monthly payments, but it becomes due in full if you sell, refinance, transfer the deed or stop using the home as your primary residence; it also matures under its 30-year terms. My advice is to include that future payoff in your plan before accepting an offer that depends on the assistance. Source: Florida Housing.
Can you use Hometown Heroes with a 580 FHA credit score?
I would not assume so. The program administrator’s October 2, 2026 offerings table lists a 640 FICO minimum for its Hometown Heroes FHA Bond and TBA options. That is a program overlay to consider separately from general FHA rules. If your score is 580–639, I would review other FHA or Florida Housing paths without counting on Hometown Heroes funds. Credit score alone never establishes approval; the entire borrower and property file must qualify.
Are funds still available in October 2026?
On its offerings page dated October 2, 2026, the program administrator displayed “over $25 million” available for Hometown Heroes down payment assistance. That is a dated snapshot, not a reservation for a buyer. The balance can change. The same page says the lender needs a fully executed purchase contract before locking a loan and lists delivery deadlines after reservation. I would verify live availability and timing before you rely on assistance in a Sarasota or Manatee purchase contract. Check the administrator’s current offerings page.
What would I verify with a Sarasota or Manatee buyer?
I start with the full buying decision, not the headline assistance amount. Here are the five checks I would want resolved before you base an offer on this program.
- Employer and work location: identify the exact employer or service category and provide the documents the lender requests. A qualifying sounding title alone is insufficient.
- County-specific limits: use Florida Housing’s current 2026 income and loan limits link for the property county. Sarasota and Manatee figures should be checked separately, with the correct household or qualifying income method for Bond or TBA.
- Property and full payment: get address-specific taxes, homeowners insurance, flood insurance if needed, mortgage insurance and association dues. Assistance does not make an unaffordable payment affordable.
- Written comparison: compare the Hometown Heroes FHA option with an FHA option without that assistance using the same property and time frame. Review the first mortgage rate, fees, cash to close, monthly payment and second-mortgage repayment terms. The CFPB Loan Estimate guide shows where to compare loan costs.
- Timing and funds: ask when the lender can reserve funds, what purchase contract is needed, and what happens if the closing date moves.

Common questions
Is Hometown Heroes a free $35,000 grant?
No. $35,000 is the maximum stated assistance, and the actual amount depends on the first mortgage and eligibility. It is a repayable 0% second mortgage, not a forgiven grant. Florida Housing terms.
Does every teacher, nurse or first responder qualify?
No. Full-time status, the employer or facility, Florida work location, first-time buyer status or exception, income, credit and other loan rules must be checked. Review the employer reference guide.
Must both borrowers have an eligible occupation?
No. The program administrator says one occupying borrower needs the eligible occupation or service status. The whole loan still has to qualify. Lender FAQ.
Can I refinance later?
Yes, but refinancing triggers repayment of the Hometown Heroes second mortgage under the published terms. Include that balance when evaluating a future refinance. Florida Housing repayment terms.
Does the program work in both Sarasota and Manatee counties?
The administrator lists the eligible area as the entire state of Florida. The property must still meet the applicable county limits and all program and first-mortgage rules. Program highlights.
